According to Human Rights Watch, the 2023 Anti-Homosexuality Bill confirms an existing policy of life imprisonment for same-sex conduct. Also, a person will receive a 10-year prison sentence for an attempt at same-sex conduct. In addition, the death penalty will be implemented if a person commits aggravated homosexuality is a serial offender or if someone has same-sex relations with a person with a disability, thereby automatically denying persons with disabilities the capacity to consent to sex.
